Communicable Disease Services Billing Information

In response to our clients' requests for increased billing capacity, the Oregon State Public Health Laboratory (OSPHL) has contracted with a new billing vendor to bill for communicable disease testing.

By increasing our billing capacity, we are better securing the financial future of the public health lab to support essential public health functions. This means we will be more likely to continue offering high quality service to our clients.


Starting December 1, 2014, the OSPHL requires payer source information on test request forms submitted to the OSPHL. With these changes, the test request forms used by locations receiving no-cost gonorrhea and chlamydia tests (STD Program, formerly IPP) have also changed.

Because only the laboratory that performs the testing may bill Oregon Medicaid for the testing, the OSPHL requires that Oregon Medicaid or CCO information for all patients with this coverage be included with the specimen, unless that client is seeking confidential services due to extenuating circumstances. In addition, the OSPHL requests that private insurer information be provided with the specimen if your organization is not billing the private insurer for the laboratory testing. ​


To fully support and describe these changes, the OSPHL offered a series of webinars from November 13, 2014 through December 1, 2014. Two different webinars were offered. Recorded webinars and presentation slides are posted for you to view at your convenience.
